NASCAR has issued penalties and fines to the #7 team in the Nextel Cup Series, as a result of rule infractions found last week at Daytona. The #7 Ford, driven by Robby Gordon, was found to be in violation of Sections 12-4-A (actions detrimental to stock car racing); 12-4-Q (car, car parts, components and/or equipment used do not conform to NASCAR rules); and 20-6.7C (Cool (unapproved camera shell) of the 2007 NASCAR rule book. The violations were found during opening day inspection on July 5. Gordon has been penalized 25 championship driver and 25 championship owner points. Crew chief Gene Nead has been fined $25,000 and placed on NASCAR probation until Dec. 31.(NASCAR PR)(7-13-2007)

I remember back when not all cars had cameras.  I'd wager to say having a camera in/on the car is mandated by NASCAR and the TV networks.  If I understand it, all cars now have the camera pod on the car, but not all are equipped with a camera.  One would think NASCAR or the networks would issue the camera pods if this is the case.

Not all the cars are camera-equipped, but they do all have the pod so the cars are essentially equal. And so I figured NASCAR did issue them.

They all carry them now, because the pod effects downforce on the cars by a couple pounds, and so they all have them for equality's sake.

Speaking of equality, note the violation was found in opening tech-and Robby was allowed to practice AND qualify!  So much for consistency, NASCAR...

Just to add to what Ren said, Nascar said the Penalities would only be more Severe with the COT so they are staying Consistant lol.
