On the other hand,.. if the #43 is "closed" and not used,.. the #77 would move up to 35th in points and wouldn't have to use a provisional the first 5 races.

Yeah, elliott is a solid qualifier and there wouldn't be this talk of Kurt needing to move his points again.  BUT I don't think Roger can take the chance of Kurt not being in a race because Tony will have the most recent PCP.   Kurt is the best chance for Dodge this year and Miller is WAY too invested not to have their car on the track.
