I know that this time it's a disgruntled ex-employee, but the hits keep on coming....

Doesn't sound disgruntled to me... Sounds like a legitimate complaint and something to definitely go to court about.
Sounded like the guy was building engines better than they were previously and was getting snubbed and his work was being changed.
The spacers he was talking about would definitely have that very effect it did - too much air leaking thru the gasket caused a lean condition which burned the pistons.

THOUGHT FOR THE DAY . . .
When I go to casinos, the most ridiculous sign I see is the one that says:
"If you have a gambling problem, call 1-800-GAMBLER."
So, I call them and say,
"I have an ace and a six. The dealer has a seven. What do I do?"

yeah you right RG,...
And the alligations about Childress, and his attitude
DEFINATELY
sound
JUST
like him.
Sounds like nascar has a COUPLE 'new' things to look for on the RCR teams for the rest of the season... If they FIND what this guys has said,.. then he'll look REAL good in court.
Or they'll have to STOP using it and may not be able to even run in the top 10 all of a sudden... be interesting to see what happens

Do they or do they not take a close look at the winning car? I hear them saying how cars are impounded and inspected, but are wheels something they just assume are not tampered with and therefore are not checked?

Is that anything like the carburator spacers Mark Martin was wrongfully penalized for in 1991, the penalty that resulted in his losing the championship, spacers that the rule book said were illegal, but that a memo released said were legal? Or did those have a different function??

If I remember right Marks were bolted and the rulebook required them to be welded.
