Even if they threw the yellow flag right at the moment that picture was shot - the rescue vehicles cannot leave their parking spots until they get permission over the radios.
The Rescue Vehicles only have a small & narrow view of what's going on... The NA$CAR officials in the tower can see the "big picture" and are the
only
ones to give pemission for the rescue vehicles to go...
